Developing a roadmap for economic development in Monmouth County, NJ.
Following the closure of the Fort Monmouth US Army Base and the ensuing softening of demand for commercial and residential property as well as business activity in general, Monmouth County, New Jersey received funding from the Economic Development Administration (EDA) to complete a Comprehensive Economic Development Strategy (CEDS). The county recognized the need to address the effects of the base closure as well as to continue to build solid plans for the future economic health of its residents and constituent communities. Camoin Associates was hired to assist the county with their CEDS effort, including data collection and analysis, visioning, and strategic goal and action development.
The integration of community input and stakeholder buy-in was particularly important to ensure that the final plan will be implementable and achievable with the support of the public officials and residents. Camoin Associates partnered with Maverick & Boutique to create an innovative public input process that included over a dozen public meetings, including targeted stakeholder groups and larger public input sessions. At each of these meetings, Camoin Associates and Maverick & Boutique employed Zing, a complex adaptive facilitated meeting and learning environment that provides a shared conceptual space where all participants are able to simultaneously view and contribute ideas. Using Zing allowed the county to receive input from a wide variety of people who otherwise would not have had their voices heard.
