An Infrastructure Intervention: How Strategic Capital Investment Today Results in a Brighter Economic Tomorrow
Andy joined Camoin 310 in 2019 and is focused on using his background in analytics; public finance; project management; stakeholder and legislative coordination; and strategic planning to help clients achieve outcomes that promote strong, diverse, sustainable, and resilient communities.
Prior to joining Camoin 310, Andy worked as a capital financial specialist for the City and County of Denver’s Department of Finance. While working for the City and County he helped establish and supported the city’s first public private partnership (P3) office and the procurement of its first flagship programs. He also helped facilitate the coordination, development, and implementation of the city’s annual capital improvement program (CIP) leading to a fiscally sound plan of investment focusing on funding new capital projects while also addressing the city's backlog of capital maintenance projects; helped lead the development of the city’s six-year capital improvement plan; and performed state and local legislative analysis focused on infrastructure financing. Additionally, he acted as a financial project manager to help deliver large capital projects and coordinate their funding and delivery with executive directors, staff, elected officials, and external project stakeholders.
During his tenure with the City and County of Denver, Andy also worked as a senior budget and policy analyst for the city’s Budget and Management Office overseeing the development and implementation of the city’s annual operating budget as the lead analyst supporting the Office of Economic Development, Department of Finance, Department of Public Works, and City Attorney's Office. In this role, he also led a variety of different community outreach activities and studies, led initiatives focused on fiscal policy research and overall policy development, and helped executive leaders implement various policy initiatives acting as a resource for the city’s administration regarding service delivery improvements and citywide cost controls.
Before joining the City and County of Denver, Andy worked as a member of Lockheed Martin’s Finance and Business Operations Leadership Development Program gaining experience across various business units and site locations across the east coast. This role provided a foundation for Andy’s skillset in proposal development, project management, as well as economic and financial analysis.
Andy holds an MBA from Clarkson University, and a BS from SUNY Geneseo in Business Administration.
Andy enjoys spending time with friends and family, and being outdoors hiking and golfing in the Adirondaks.
